On 30 November 2022, the European Commission published its proposal for a Regulation on Packaging and Packaging Waste (PPWR), thereby initiating the 8^th review of the Packaging and Packaging Waste Directive since its introduction in 1994. 

Almost two years later, where do we stand? 

After one year of intense legislative work on the text by the European Parliament and Council, inter-institutional negotiations started in January 2024 under the supervision of the Belgian Presidency of the Council, and officially concluded in March 2024. Officially endorsed by the European Parliament during its plenary session of April 2024, the text is going through a legal review by lawyer-linguists and is now expected to be published and enter into force in the autumn 2024. 

Recyclability, reuse, waste prevention, recycled content…

Many new requirements falling under the direct responsibility of economic operators are included across the 13 Chapters and 71 Articles of the text. Those obligations include sustainability and information requirements that packaging must satisfy to be allowed on the Union market. Concretely, what does this mean for businesses? What do you need to know to best prepare for the application of the new PPWR requirements? 

About the workshop

This workshop will introduce the new and upcoming PPWR requirements. During the first part, the main topics will include the scope of the new regulation’s requirements, the co-existence of the regulation with national rules, a deep dive into the new requirements – on substances in packaging, recyclability, recycled content, reuse, labelling, and packaging minimization and waste prevention – and compliance and timing of application of the new rules. 

In the second part of the workshop - the panel discussion - panelists will be able to share the steps their organisations are taking to implement PPWR requirements, as well as the potential challenges and opportunities they find in the process.
